Lisa H. Green, Ph.D.

Lisa H. Green, Ph.D., is co-founder and principal of L&M. She has spent the past 14 years working and training in the area of health services and policy research. Lisa brings expertise in both quantitative and qualitative research methods, having led complex statistical analyses — using survey, claims, and administrative data — and conducted hundreds of key informant interviews and case studies with consumer groups, providers, government agencies, and consumers.

She is currently directing several projects for the Centers for Medicare & Medicaid Services (CMS), including an evaluation of a multi-state nursing home value-based purchasing demonstration, a longitudinal analysis of Medicare Advantage (MA) benefits and enrollment trends, the development of tools to support state and federal stakeholders in designing and implementing managed long-term services and supports programs, and the drafting of recommendations for monitoring unintended consequences of the forthcoming expansion of bundled payments for end-stage renal disease care. Lisa recently completed an evaluation of care- and disease-management programs offered through MA plans and an evaluation of innovative community-based approaches to identifying and enrolling Medicare beneficiaries in the Medicare Part D low-income subsidy program. Prior to her graduate studies in health services outcomes and quality, she worked on a variety of projects assessing the impact of Medicare, Medicaid, and Children’s Health Insurance Program policies on the health care access and health outcomes of underserved populations.

Lisa holds a Ph.D. in health services and outcomes research from the John Hopkins University Bloomberg School of Public Health and a B.A. in economics and French with a concentration in international relations from Cornell University.

Myra Tanamor is co-founder and principal of L&M. She has more than 15 years of experience working on health care financing and delivery issues and health communication strategies. Myra has conducted hundreds of cognitive interviews and key informant interviews with Medicare beneficiaries, caregivers, providers, and information intermediaries.

She is currently leading several projects for the Centers for Medicare & Medicaid Services (CMS) examining how consumers use health care quality information and testing language and displays to facilitate its use. In addition, Myra is directing a project to address the growing need among federal and state policymakers and stakeholders for accurate and comprehensive information regarding available services and supports for people with autism spectrum disorders. Previously, she led evaluations using qualitative and quantitative methods for CMS’s 2006 Medicare Oncology Demonstration Program and for another CMS project on Medicare Medical Savings Account plans. Prior to founding L&M, Myra managed numerous consumer research projects designed to evaluate and improve publications, forms, posters, and coverage documents, as well as efforts to strengthen the organizational capabilities of State Health Insurance Assistance Programs (SHIPs).

Myra holds an M.P.P. with a concentration in health policy from Georgetown University’s Public Policy Institute and a B.A. in psychology with a minor in political science from Northwestern University.

Elizabeth Pietrafesa, M.A.

Elizabeth Pietrafesa is a research associate at L&M. She has worked in health care research for three years and has experience in program evaluation, creating and consumer testing communication materials, and conducting literature reviews and environmental scans in support of various research goals.

Elizabeth is currently providing environmental scanning reports and legislative policy consulting for Health Integrity’s Medicare Drug Integrity Contractor team, a CMS-contracted initiative to reduce fraud, waste, and abuse in the Medicare Advantage and Medicare Part D programs. She recently completed an analysis of the efficacy and impact of a diabetes and hypertension educational presentation on lifestyle behaviors among at-risk individuals.

Elizabeth holds a B.A. and an M.A. in sociology from the University of Colorado at Colorado Springs and was honored as the Outstanding Graduate Student of her class. She is a voting member of the American Sociological Association.

Quan Phung

Quan Phung is a research assistant at L&M. He has experience doing research in behavioral health related topics. 

Quan is currently contributing to several projects for the Centers for Medicare & Medicaid Services (CMS). For one, he is employing quantitative research methods to provide potential alternative payment methodologies for the inpatient psychiatric facility prospective payment system (IPF PPS). For another, he is participating in key informant interviews for a project cataloguing services in each state for persons with autism spectrum disorders (ASD). Prior to joining L&M Policy Research, Quan worked as a research assistant for the University of Pennsylvania School of Medicine, where he performed immunohistochemically-based research for projects studying schizophrenia and Alzheimer’s disease.

Quan holds a B.A., magna cum laude, in biology and psychology from the University of Pennsylvania.

Sally Crelia, M.P.H.

Sally Crelia, M.P.H., is a senior researcher at L&M. She has extensive experience in various methods of qualitative research, program assessment, social marketing, and communications.

Sally is currently leading a research project to assist the Centers for Medicare & Medicaid Services (CMS) in developing consumer friendly ways to report healthcare-associated infections (HAIs) and hospital-acquired conditions (HACs). In addition, she recently led a project for the Office of the Assistant Secretary for Health (ASH) to conduct formative research to inform the development of consumer Web sites to publicly report HAIs. Sally also led a cognitive testing study for the Centers for Disease Control and Prevention (CDC) to examine why Asians report better health-related quality of life — from the Behavioral Risk Factor Surveillance System and the National Health and Nutrition Examination Survey — than other racial or ethnic groups. She has conducted research to help CMS explore variations in costs and quality around delivery of care for Medicare beneficiaries with complex health needs and the potential impact bundled payments have on patients in vulnerable populations with end-stage renal disease. Sally also conducted consumer research with Spanish-speaking beneficiaries to assist CMS in evaluating and improving the Spanish version of its Home Health Compare and Medicare Plan Finder Web tools. Prior to joining L&M, she managed numerous consumer research and health communications projects, such as a project for the CDC’s National Center for Health Marketing to conduct formative research and develop and test messages, materials, and tools around pandemic influenza.

Sally holds a M.P.H. from Emory University’s Rollins School of Public Health and a B.A. in biology from Southern Methodist University. She is fluent in Spanish.

Rachel Dolin

Rachel Dolin is a research associate at L&M. She has contributed to a number of program evaluation and communications research projects and is experienced with various qualitative research methods, including cognitive interviews, key informant interviews, literature reviews, and environmental scans.

Rachel is currently contributing to several projects for the Centers for Medicare & Medicaid Services (CMS), including a qualitative multi-state evaluation of value-based purchasing in nursing homes and the development of effective frameworks for states implementing managed long-term services and supports programs. She is also working on a project for the Centers for Disease Control and Prevention (CDC) to cognitively test the CDC’s Health Related Quality of Life (HRQOL) questions – from the Behavioral Risk Factor Surveillance System and the National Health and Nutrition Examination Survey – to determine why Asians report better HRQOL than other racial groups. Rachel has additionally conducted a number of cognitive interviews with Medicare beneficiaries and their caregivers to help CMS develop and improve beneficiary materials. Prior to joining L&M, she worked at The Boston Globe and served as managing editor of the Tufts Daily.

Rachel holds a B.A., magna cum laude, in political science and history from Tufts University.

Lauren Blatt

Lauren Blatt is a senior researcher at L&M. She has spent nearly a decade using qualitative and quantitative research methods and analyses to inform, evaluate, and improve health care programs and performance. Lauren is also experienced in developing materials and tools for a variety of target audiences and has conducted hundreds of key informant interviews, in-depth cognitive interviews, focus groups, and small group discussions with Medicare beneficiaries and their caregivers, health care providers, and other professionals.

She is currently working on projects for the Centers for Medicare & Medicaid Services (CMS) to support CMS’s initiatives to publicly report health care quality information, develop marketing materials for Medicare Advantage and Medicare prescription drug plans, and aggregate information about the available services and supports for people with autism spectrum disorders in each state. Prior to joining L&M, Lauren led a number of research efforts, including a project conducting ad hoc surveys for TRICARE Management Activity’s Health Program Analysis and Evaluation Directorate, for which she managed the coordination, administration, analysis, and reporting of up to seven simultaneous surveys. She also led quality assurance and compliance assessment projects for a national payer organization, assessing in-person and telephone adherence to Medicare and company-specific regulations.

Lauren holds a B.A., summa cum laude, in economics from the University of Pennsylvania.

Kelly Moriarty

Kelly Moriarty is a senior researcher at L&M. Kelly has spent more than a decade conducting health care research, focusing on consumer research and communications, materials development and testing, quality measure development, and program implementation and assessment. She has conducted hundreds of cognitive interviews with Medicare beneficiaries and their caregivers; moderated focus groups with consumers and providers; convened technical expert panels; and conducted key informant interviews with consumer groups, providers, and state and local government agencies.

Kelly is currently contributing to several projects for the Centers for Medicare & Medicaid Services (CMS). She is the project manager for a four-year evaluation of the Medicare Advantage Quality Bonus Payment Demonstration. Kelly is also conducting formative research and consumer testing to support CMS’s initiatives to publicly report health care quality information and is leading an effort to develop and consumer test model marketing materials for Medicare Advantage enrollees. She recently led the consumer research component of an evaluation of Medicare medical savings account plans. Prior to joining L&M, she led numerous projects to consumer test Medicare forms, publications, and Web tools, managed projects to develop quality measures for Medicare Part D and for end-stage renal disease, and developed model marketing materials for Medicare Part D.

Kelly holds a B.A. in religion, with a focus in bioethics, from Princeton University.

Julia Doherty, M.H.S.A.

Julia Doherty, M.H.S.A., is a senior research director at L&M. She has 25 years of experience in health care management, policy, and research and focuses on qualitative research in health care delivery. Julia has recruited and managed technical advisory panels to support projects in a variety of research areas, conducted hundreds of stakeholder interviews with representatives across health sectors, and advised stakeholders — including physicians, hospitals, insurers, patient advocates, manufacturers, and distributors — as they worked to improve health care quality and delivery throughout a fragmented health care system.

Julia is currently managing several projects for the Centers for Medicare & Medicaid Services (CMS), examining various aspects of quality and efficiency in care delivery. Specifically, she is exploring the potential impact bundled payments have on patients in vulnerable populations with end-stage renal disease. She is also leading the qualitative evaluation portion of a multi-state nursing home value-based purchasing demonstration. Julia recently completed an evaluation of an oncology demonstration designed to encourage improved cancer care and oncologists’ adherence to clinical guidelines. She also co-led an assessment of Native American Research Centers for Health Programs for the Indian Health Service. Prior to joining L&M, she worked with the state of Vermont’s Department of Public Health and Health Care Reform Commission on several projects involving medical homes and accountable care organizations. Julia’s experience includes executive posts in a health maintenance organization, major academic hospital, community health center, and management consulting firm.

Her work has been published in American and European journals on a variety of health care topics. She currently serves on the Board of Directors of the Primary Care Coalition in Maryland and is an honoree of the Susan G. Komen Breast Cancer Foundation annual national Community Services Award.

Julia holds a M.H.S.A. from The George Washington University and a B.S.W. in social policy and planning from George Mason University. She speaks Spanish and German fluently.

Margaret Edder Johnson, M.B.A.

Margaret Edder Johnson, M.B.A., is a senior researcher at L&M. Margaret joined L&M in January 2010, bringing with her 13 years of experience in health care management, policy, and research. She has expertise in process mapping, modeling and forecasting health care operational and financial models, monitoring key health care performance indicators, developing policy and procedures and training programs, conducting key informant interviews, and analyzing and summarizing interview and focus group data.

Margaret is currently working with the Centers for Medicare & Medicaid Services (CMS) to research the potential impact bundled payments have on patients in vulnerable populations with end-stage renal disease. She is also supporting CMS in projects related to current practices for implementing managed long-term services and supports programs and physician practice expense payments. Before joining L&M, Margaret spent nine years in management positions in a national home-infusion services and specialty pharmacy-distribution company, working extensively in health care operations and finance management. Prior to these positions, Margaret spent several years working in health policy research and consulting, focused primarily on federal health care programs.

Margaret holds an M.B.A. in health administration from the University of Colorado and a B.A. in economics from Mary Washington College (now the University of Mary Washington).

Ferhat Q. Kassamali, M.Sc., M.P.H.

Ferhat Q. Kassamali, M.Sc., M.P.H., is a senior researcher at L&M. He joined L&M in March 2009 and has nearly a decade of health care consulting experience. Ferhat has expertise in financial analysis and modeling, strategic planning, business and operations process mapping, alignment, and improvement, prospective payment systems, and general health care policy and research.

He is currently working with Centers for Medicare & Medicaid Services (CMS) on operations improvement and physician practice expense payments. Before joining L&M, Ferhat worked as a management consultant, advising hospitals on various financial, strategic, and operational matters, including strategic planning, ambulatory network development, cost-effectiveness, organizational alignment, and operational improvement. Prior to that, his consulting work focused primarily on health care finance, working with a range of clients on issues related to Medicaid financing, Medicare’s prospective payment systems (inpatient, outpatient, ambulatory surgery center, and long-term care hospital), hospital service-line development, and due diligence for mergers and acquisitions transactions.

Ferhat holds an M.P.H. in health management from the Yale School of Public Health in conjunction with the Yale School of Management as well as an M.Sc. in human genetics and B.Sc. in biology from McGill University.

William Pajerowski

William Pajerowski is a research associate at L&M. He focuses on quantitative analyses, applying Stata, SAS, Access, and Excel to analyze health care claims, utilization, benefit structure, and survey data.

Bill is currently contributing to a project for the Centers for Medicare & Medicaid Services (CMS) that examines and implements methods to improve prospective payment for home health care as mandated by the Affordable Care Act. For this project, he is using a longitudinal analytic file composed of beneficiaries’ utilization, charges, health outcomes, and socioeconomic characteristics to identify any inappropriate incentives and unintended consequences of Medicare home health reimbursement. Bill is assisting with a number of other projects for CMS, including an analysis of Medicare Advantage plan benefit packages and members’ out-of-pocket costs as well as an effort to update and refine payment for Medicare stays in inpatient psychiatric facilities. Prior to joining L&M, he worked in the Department of Economics at Tufts University as both a teaching assistant in econometrics and a research assistant to an energy economist.

Bill holds a B.A., cum laude, in economics, international relations, and Chinese from Tufts University.

Alyson Marano Ward, R.N., M.P.H.

Alyson Marano Ward, R.N., M.P.H., is a senior researcher at L&M. She has spent nearly a decade working on public health issues for the underserved, including rural pediatric and Medicare-eligible populations.

Alyson is presently leading a project for the Centers for Medicare & Medicaid Services (CMS) to gather accurate and comprehensive information regarding available services and supports for people with autism spectrum disorders. Under subcontract to the Delmarva Foundation, she is leading another project that involves an annual external review of Medicaid managed care plans for the District of Columbia’s Department of Health Care Finance. In addition, Alyson is contributing to CMS-sponsored projects to support the agency’s efforts to publicly report health care quality information. Prior to joining L&M, Alyson worked as a research nurse for a comprehensive cardiovascular disease risk-reduction surveillance program, which aimed to lower the high prevalence of heart diseases and diabetes among children and their families in Appalachia. Ms. Ward also served as a senior consultant at BearingPoint working on projects sponsored by the U.S. Department of Health and Human Services.

Alyson holds an M.P.H. with a concentration in maternal and child health from the Boston University School of Public Health and a B.S. in nursing from Georgetown University.

Mira Shapiro, M.Sc.

Mira Shapiro, M.Sc., is a senior analyst at L&M. She is an analytics professional with more than 20 years of experience transforming data into information, first in the information technology industry and, more recently, in the health care arena.

Mira is currently contributing to several projects for the Centers for Medicare and Medicaid Services (CMS) applying her analytics and health care expertise, including leading the data analysis tasks for a four-year evaluation of the Medicare Advantage Quality Bonus Payment Demonstration. Prior to joining L&M, she worked on a variety of projects including using AHRQ Medical Expenditure Panel Survey (MEPS) data to evaluate health care access challenges and serving as a biostatistician on a multi-site clinical trial evaluating treatment of pre-clinical thyroid disease in pregnancy.

Mira holds an M.Sc. in public health/biostatistics from the University of Massachusetts at Amherst and a B.A. in statistics and computer science from the George Washington University. Mira is active in SAS user groups at the local, regional, and international level. She has been an invited speaker at SAS Global Forum and a seminar presenter at the Southeast SAS User Group (SESUG) and will be serving as the SESUG Operations Chair for the conference being held in Florida in October 2013.
