Director
Heather McPheron, M.P.H., is a director at L&M. She has over 15 years of consulting experience in health care delivery, policy, and payment innovation. In her role, Ms. McPheron focuses on program planning and management, evaluation of new models of payment and care delivery, and regulatory analysis. She specializes in data analysis, working with large qualitative datasets, and primary data collection.
Ms. McPheron manages several multi-year research projects for the Centers for Medicare & Medicaid Services (CMS) to examine various aspects of health care payment, quality, and delivery transformation. She leads a project for the CMS Office of Minority Health to build the business case for health systems, payers, states, and territories to advance health equity. This includes program planning and implementation for organizations engaging in interventions to address disparities, creating educational content, and developing technical assistance tools for health care professionals. Ms. McPheron provides technical analysis of state evaluation and monitoring plans for Section 1115 waiver programs for CMS and analyzes stakeholder input on proposed payment and operational policies for Medicare Advantage and Part D Prescription Drug plans. Recently, Ms. McPheron worked on a study of inpatient psychiatric facilities for MedPAC and an evaluation of the CMS Innovation Center’s ACO Investment Model. She is published in peer-reviewed journals and has authored numerous issue briefs, case studies, and reports on a broad range of health care topics.
Before joining L&M, Ms. McPheron worked in management consulting with academic medical centers and health systems nationwide where she specialized in strategic planning, ambulatory and inpatient operations improvement, and patient access and flow redesign. She worked in a corporate strategy role for a national outpatient dialysis company and spent several years working in health policy research and consulting, focusing on programs for medically complex populations.
Ms. McPheron holds an M.P.H. with a concentration in Health Care Management from the Yale School of Public Health in conjunction with the Yale School of Management.
